If you include moving content that is not necessary for an activity and is displayed with other content, the user must be able to stop, pause, or hide it if it lasts more than 5 seconds.
The swirling animation image is provided as an example. It is distracting to those with particular cognitive disorders. I find it a little distracting. It is easiest to edit the gif to not loop continually. JQuery code can be implemented to pause the animation as well.

Be aware red and white flashes rapidly in a small period of time can cause seizures for those with Epilepsy. The Photosensitive Epilepsy Analysis Tool (PEAT) can analyze Web videos and animations. I tested the swirling animation and it passed. Download PEAT.
